Corporate Proposal Manager

Description:

Our client, a services provider in the Federal Government Space, is looking for a Corporate Proposal Manager for their corporate office in Columbia, MD. The candidate will lead and direct the development and response to Department of Defense (DoD) RFPs, RFQs, Task Orders, and RFIs. In addition, the candidate will provide significant contribution to the development and continuous improvement of proposal management processes, tools, and templates.

RESPONSIBILITIES: 

1. Analyzes RFPs to determine viability of value propositions/key offer elements, track and ensure proposal compliance, prepares proposal management documentation, and facilitates formal and informal proposal reviews.

2. Conducts research and uses complied information to determine the best price and the best slate of services for the bid.

3. Assembles and develops formats or templates for submissions that reoccur with some frequency, assuring that all solicitation requirements are met; however, the format is flexible enough to meet the needs of any specific submission.

4. Defines the resources and budgets needed to successfully execute a campaign and oversee its daily operation.

5. Conduct proposal kickoffs, colors teams from Pink, Red, Gold and White reviews.

6. Finds appropriate and compliant past performance write ups that fit the solicitation requirements.

7. Writes sections when required for management, staffing, past performance, program management and other related subjects.

8. Conduct after action debriefs when there are wins or losses to assist with Continuous Process Improvements in the BD and Proposal cycles.

9. Works with Senior Corporate staff on business development initiatives including identifying business opportunities, drafting unsolicited proposals, responding to government RFPs, and providing technical assistance on areas of expertise.

10. Performs other duties as assigned.

MANAGEMENT AND SUPERVISION:

Manages and supervises project assigned project writers and linkage developers.

QUALIFICATIONS & EXPERIENCE:

1. This position requires demonstrated proficiency in proposal development and management in response to DOD Agencies’ procurements. Requires a minimum of five (5) to eight (8) years of work experience.

2. Foundational Certification from the Association of Proposal Management Professionals (APMP) and/or Shipley Training preferred.

3. Bachelor’s degree in Business Administration, Government Relations, Communications, Marketing or other related fields. Advanced Degree preferred. Ideal candidate will have a military background/retired military.

4. Demonstrated access to and established relationships with key government customers and industry partners.

5. The candidate must exhibit a proven well-balanced combination of strategic and people management skills, along with the leadership traits and professional and personal characteristics necessary for success.

6. Excellent communication skills, written and oral, as well as strong interpersonal skills are required.

7. Well-organized and self-directed individual; ability to balance and prioritize competing requirements.

8. Supervisory experience or experience managing a team of peer professionals.

9. Travel is required to attend conferences and meetings at various locations in the United States.
